RFP – Engineering Services for Smyth County Emergency Watershed Protection (EWP) Project
In response to the Hurricane Helene recovery efforts, Smyth County has been awarded grant funding from the US Natural Resources & Conservation Services for a County-wide Emergency Watershed Protection (EWP) project. The design and installation of EWP program measures as detailed in the individual Damage Survey Reports (DSRs) and described below. A summary of the DSRs is included at the end of this RFQ as Attachment A_Smyth_DSR_51-09-24-5035-020 and the complete DSRs are available upon request and on the Smyth County website at

DSR 51-09-25-5035-020 (Smyth County, VA) project objectives are to: (1) remove debris and sediment in waterways and floodplains; (2) restore the hydraulic capacity of impaired waterways and floodplains; and (3) protect channels from additional erosion using treatment measures such as armoring, flow defection, grade stabilization, and bioengineering. - Designs will be provided by both NRCS and an engineering firm contracted by the Sponsor. All engineering work will be performed under direct supervision of a registered Professional Engineer licensed in the Commonwealth of Virginia, who will affix his/her Professional Engineering stamp (seal) on all engineering drawings, documents, and certifications.
